That first number is an estimate.
Your exact price is fixed with you when the drawings are done. Scope, price and time are signed by both sides before production starts.
After signing, the price moves 1 to 3%, no more. That is measured from the signed figure, not from the estimate.
Money not spent comes back to you.
An interior price cannot be quoted the way a furniture price is quoted. Furniture has a template. An interior has a scope, and the price follows that scope.
